ADTEC JTM Kemaman Campus was established under the administration of the Human Resources Department (JTM), managed by the Ministry of Human Resources (MOHR), Malaysia. The college is located approximately 22.5 km from Chukai town, on a 100-acre site in Kampung Payoh, Kemaman, Terengganu. ADTEC JTM Kemaman was fully completed in 2010.

In general, ADTEC JTM Kemaman is a central government agency that provides formal technical training to industrial sector employees and young school leavers, enabling them to acquire skills, particularly in Civil, Mechanical, and Electrical fields.
